According to reports, Sunderland has had a long-standing interest in the young player, going all the way back to when he was playing for HNK Rijeka in Croatia.
Frigan is portrayed as being eager to join English football, and negotiations are reportedly underway to complete the transfer within the next few days.
The current offer and the move are predicated on a loan with a €15 million transfer that is required if Sunderland wins promotion to the Premier League.
